The Hezb-e Islami Afghanistan has endorsed a new proposal aimed at resolving the country’s current political crisis. The proposal calls for the establishment of a National Council, the holding of free elections, and the peaceful transfer of power.
Presented under the title “National Agreement,” the proposal calls for the drafting of a new constitution and the transfer of power through elections. The document states that Afghanistan’s current situation faces serious challenges due to the concentration of power, the absence of electoral and constitutional institutions, restrictions on women’s education and employment, and ongoing economic and social difficulties.
Sources within Hezb-e Islami say the proposal was put forward by a group of Afghans and has received the support of Gulbuddin Hekmatyar, the party’s leader.
Under the proposal, a National Council composed of representatives trusted by the Afghan people should be established to oversee decisions concerning constitutional reform and the future of the country’s political system. The proposal also calls for free and transparent elections based on a proportional representation system to establish the council.
The document further calls for the establishment of an independent electoral commission and a temporary transitional period to facilitate the formation of a new government. The transitional period, it says, should not exceed one year.
The proposal suggests that, if the Taliban agree to the process, the current government should continue carrying out its functions until a new government is established. However, its activities would be monitored by a council formed through agreement among the relevant parties.
The proposal warns that if the Taliban reject a peaceful political solution and continue to monopolize power, opposition political groups would undertake joint measures aimed at changing the situation.
These measures could include civil disobedience, refusal to pay taxes, and, if the conflict continues, armed resistance. However, the document emphasizes that dialogue and a peaceful political solution should remain the priority, and that military action should only be considered if other avenues for resolving the crisis fail.
The proposal also recommends that the document be shared with regional countries, the United Nations, and major international powers in order to create an opportunity for a reassessment of international policies toward Afghanistan and to secure greater international support.
The “National Agreement” is a five-page document divided into five main sections. Its proposals range from the establishment of a National Council and the holding of elections to the formation of a transitional government and the potential option of a “national uprising” should peaceful efforts to resolve the crisis fail.
