Summary

Journalist Sayed Suleiman Ashna has stated that the Taliban consider not all Afghans, but only Pashtuns, and do not recognize the political-social identity of “Afghan” for all citizens of Afghanistan.
He argued in a post on X that, according to Article 4 of the previous constitution, “Afghan” was a shared political-social identity, but after August 15, 2021, and the abrogation of the constitution, this legal and national foundation has been undermined.
According to Ashna, “Afghan” can only have legal and political meaning when a valid constitution is in effect and all citizens of the country are defined under the umbrella of a shared national agreement.
He emphasized that until Afghanistan’s national values and interests are defined and enacted within a new and legitimate legal framework, no individual can be assigned the legal-political identity of “Afghan.”
Ashna also claimed that following the Taliban’s return to power, “only one ethnic group dominates,” and the umbrella of a shared national identity has weakened, as citizens are now largely identified based on ethnic affiliation.
