Summary

In another section of its report, UNAMA said that some complainants had submitted requests to the office of Taliban leader Hibatullah Akhundzada seeking a review of their cases in Taliban courts. According to the report, the Taliban told one complainant that 20,000 petitions were awaiting review by Hibatullah Akhundzada.

According to UNAMA, given the large volume of petitions, it could take at least six months to process each of these requests. The mission added that, based on the information it has received, the Taliban leader personally reviews the petitions. UNAMA said this raises questions about the case-review process and the capacity of the Taliban’s judicial system.

Referring to these cases, UNAMA emphasized that the Taliban Supreme Court should take all necessary measures to ensure that judicial proceedings in Afghanistan comply with the guarantees set out in the International Covenant on Civil and Political Rights, to which Afghanistan is a party.
