Summary

Gulbuddin Hekmatyar, in his latest message on the occasion of Eid al-Adha, stated that Afghanistan’s future political system should be built on the will and consultation of the people, and that the country’s leader should act as an “Amir” committed to public consent and national interests, rather than merely making decisions as a ruler or commander.

He called for dialogue and mutual understanding among all parties involved in order to resolve Afghanistan’s ongoing crisis, emphasizing that war is not the solution to the country’s problems. According to him, political consensus and national negotiations can help the country emerge from the current situation and pave the way for stability.

Hekmatyar said that the repetition of wars for the sake of gaining power must come to an end, and that no Afghan faction should take up arms against another with the support of foreign countries. He warned that policies dependent on foreign backing would once again push Afghanistan toward insecurity and instability.

The leader of Hezb-e Islami also stated that the country’s future leader should be chosen based on the will of the people, and that citizens must have a fundamental role in major national decisions.

He further proposed the establishment of a national council that would not only prepare a draft constitution but also make final decisions on important national issues.

Meanwhile, although the Taliban claim that they have included all Afghans in their system, nearly five years into their rule, no broad national jirga, negotiations, or inclusive political talks have yet been held.

These remarks come as Ashraf Ghani also recently described Afghanistan’s situation as sensitive and said that the international community’s stance toward the Taliban is changing.
