Taliban spokesperson Zabihullah Mujahid has announced that Hibatullah Akhundzada, the group’s leader, has issued a decree appointing and reshuffling 21 Taliban officials across judicial, financial, economic, security institutions, and the Ministry for the Promotion of Virtue, Prevention of Vice, and Complaints Hearing.
According to the Taliban spokesperson, Mohammad Gul Sayyad, the former head of the Kandahar Military Court Zone, has been appointed as the military deputy of the Supreme Court. Meanwhile, Sardar Mohammad Abul Faizan, the former military deputy of the Supreme Court, has been appointed as the head of the Central Darul Ifta, while Khair Jan Khairkhwah, the former head of the Central Darul Ifta, has been appointed as the military deputy of the Ministry for the Promotion of Virtue, Prevention of Vice, and Complaints Hearing.
Zabihullah Mujahid released the list on Thursday, July 30, stating that the changes were made in accordance with an order from the Taliban leader. The appointments and transfers cover various administrative, judicial, financial, and security sectors.
Under the decree, Nematullah Hassan, the former technical and professional deputy of the General Directorate for Municipal Affairs Coordination, has been appointed as the Deputy Minister for Revenue and Customs at the Ministry of Finance. Mohammad Ishaq Sahibzada, the former deputy minister for railways at the Ministry of Public Works, has been appointed as the Deputy Minister for Finance and Administration at the Ministry of Mines and Petroleum. Abdul Mateen Saeed, the former Deputy Minister for Revenue and Customs at the Ministry of Finance, has been appointed as the Deputy Minister for Geological Survey at the same ministry.
As part of the reshuffle, Mahmood Shah Zahid, the former deputy head of state-owned companies, has been appointed as the Technical Deputy Minister at the Ministry of Mines and Petroleum. Saifuddin Taib, the former deputy for coordination of state affairs at the General Directorate of Administrative Affairs, has been appointed as the Deputy Governor of Kandahar, while Hesamuddin Saberi, the former deputy minister at the Ministry of Mines and Petroleum, has been appointed as the Technical and Professional Deputy of the General Directorate for Municipal Affairs Coordination.
The Taliban leader has also appointed Azizur Rahman Sharif, the former head of public works in Kandahar, as the director of the Oil and Gas Operations Company under the Ministry of Mines and Petroleum. Abdullah Motasem, the former commercial director of the state-owned oil and gas company, has been appointed as the company’s financial deputy, while Mohammad Sadiq Inqilabi, the former deputy governor of Kandahar, has been appointed as the head of security at the Ministry of Mines and Petroleum.
According to the decree, Sayed Ahmad Shahidkhail, the former military deputy of the Ministry for the Promotion of Virtue, Prevention of Vice, and Complaints Hearing, has been appointed as the deputy head of the Central Darul Ifta. Sheikh Abdul Zahir has been appointed as a member of the same body, Abdul Rashid Saeed as its administrative officer, and Rahmatullah as the director-general of the Supreme Court Secretariat.
In the judicial sector, the former intelligence division judge of the Kabul Military Court Zone has been appointed as the head of the Kandahar Military Court Zone, while the former district judge of Shahrak district in Ghor Province has been appointed as the intelligence division judge of the Kabul Military Court Zone.
Zabihullah Mujahid also announced that the former head of the Intelligence Directorate’s Follow-up and Oversight of Decrees and Orders in Kandahar Province has been appointed as the president of Paktika University. In addition, a former member of the Kandahar Ulema Council has been appointed as the head of the Intelligence Directorate’s Follow-up and Oversight of Decrees and Orders.
Furthermore, Abdul Ghaffar Maywandai has been appointed as the deputy head of the Follow-up and Oversight of Decrees and Orders Department in Kandahar Province.
