According to the ministry, this neighborhood is located in the third Macroyan area, in the ninth district of Kabul city.

The ministry adds that the “Special Court for the Cases of Seized Lands in the Emirati Zone of the Central Region,” based on documents and records, has decided that the 10,993 jeribs of land known as the Omar Gulistan neighborhood in Kabul are entirely considered Emirati.

The Taliban Ministry of Justice states that the Commission for Preventing Land Seizure and Returning Seized Lands had previously reviewed this matter, and the file of the aforementioned land was formally referred to the Special Court for Seized Land Cases in the Emirati Zone of the Central Region, based on Article 17 of the Law on Preventing Land Seizure and Returning Seized Lands.

According to the ministry, this special court, after carefully reviewing the documents, records, land offices, and obtaining information from relevant authorities, has ruled that this land is Emirati.

Since taking power, the Taliban have declared numerous neighborhoods and lands in various provinces as Emirati and do not permit construction or development on them.

This process has faced criticism, with critics describing it as discriminatory and non-transparent.
