Najeebullah Hayat Haqani, the acting minister of urban development and housing, signed the plan. According to a press release issued by the ministry on Saturday, July 25, the plan was prepared by the ministry's technical and professional team in accordance with urban planning principles and existing regulations, aimed at providing organized, standardized, and sustainable shelter for returning refugees.

Under this plan, alongside residential zones, designated areas have been allocated for roads, green spaces, educational and health centers, mosques, and other public services to meet the residents' needs in a standardized manner.

The press release did not disclose details regarding the timeline or procedure for the distribution of the residential plots.

According to data provided by the Taliban, approximately eight million Afghan refugees have returned or been deported from Pakistan, Iran, and other countries over the past five years, with the return process continuing.
