Summary

The representative of Pakistan at the United Nations Security Council meeting claimed that Afghanistan has become a safe haven for terrorist groups and that, following the return of the Taliban to power, the security situation in the region has further deteriorated.

He stated that Islamabad had expected Afghanistan to move toward peace and stability after the Taliban’s takeover, but according to him, these expectations have not been fulfilled. He added that Pakistan has extended humanitarian assistance, trade facilitation, transit privileges, visa facilitation, and diplomatic engagement in support of Afghanistan, yet no meaningful positive change has been observed from the Taliban.

The Pakistani envoy alleged that groups such as the Tehrik-i-Taliban Pakistan (TTP), ISIS-Khorasan, and other armed organizations operate from Afghan territory and are involved in attacks against Pakistan. According to him, Pakistan experienced more than 5,000 terrorist attacks in 2025 alone, resulting in over 1,200 fatalities.

He accused the Taliban of failing to take serious and practical measures against these groups and of providing them with tacit support through inaction. He warned that Pakistan would take necessary measures to defend its security and sovereignty, while emphasizing that such actions would remain within the framework of international law.

The Pakistani representative also criticized the recent United Nations report, stating that it did not adequately address the terrorist threats emanating from Afghanistan. He stressed that the Taliban must take clear and concrete steps against terrorist groups and fulfill their responsibility in ensuring regional stability.
