At a meeting of the United Nations Security Council, Russia’s representative stated that Moscow’s fundamental policy toward Afghanistan remains unchanged and that engagement with the Taliban should be based on mutual trust and constructive dialogue.
She emphasized that such engagement must proceed without imposed deadlines or political pressure, arguing that sustainable and meaningful cooperation is essential to addressing Afghanistan’s ongoing challenges.
The Russian representative further noted that regional countries and members of the Moscow Format remain committed to coordinated efforts regarding Afghanistan. She added that conditioning assistance or adopting a selective approach toward the country would only prolong the crisis rather than contribute to its resolution.
She also called for the appointment of a new head of the United Nations Assistance Mission in Afghanistan (UNAMA), stressing that the views of the Taliban should be heard and that their consent should be taken into account in the organization’s future decisions.
Describing Afghanistan as a country progressing toward self-reliance and stability, she said that it requires non political support from the international community, along with time and sustained efforts to overcome its challenges.
The Russian representative also characterized the Taliban’s ongoing efforts against ISIS as insufficient. Nevertheless, she stressed that support for the Afghan people should not become a casualty of political considerations and urged the international community to cooperate in Afghanistan’s reconstruction and the promotion of long term economic stability.
