The Taliban Ministry of Justice announced that the preacher law has been published in the official gazette after being signed by Hibatullah Akhundzada. According to the ministry, the law is structured into two chapters and 17 articles, outlining the conditions and responsibilities of religious preachers.
On Tuesday, 8th of Thor, the Ministry of Justice issued a statement confirming that the law became effective after the Taliban leader’s endorsement, and the Ministry for Promotion of Virtue and Prevention of Vice has been designated as the authority responsible for its implementation.
According to Article 6 of the law, a religious preacher must follow the Hanafi school of thought. Article 10 emphasizes that religious preaching should be based on the Hanafi creed.
Article 14 states that if any preacher follows a religion other than Hanafi, their activities should be halted.
Under Article 9, preachers can use speech and media such as radio, magazines, and books for preaching. However, the use of media that includes “live images” has been prohibited.
The law also stresses that preachers should refrain from bringing minors or their women along when inviting others.
Teaching prayer, promoting the virtue of jihad, explaining women’s rights, and providing guidance on women’s clothing are among the other responsibilities assigned to preachers in this law.
