Its passage came just one day after a coalition of House Republicans and Democrats backed a separate resolution requiring the administration to withdraw U.S. forces from any potential military engagement with Iran unless authorized by Congress or accompanied by a formal declaration of war. Political analysts have interpreted these back-to-back votes as evidence of a widening gap between a segment of Republican lawmakers and the White House.

According to Reuters, despite clearing the House of Representatives, the bill’s future remains uncertain. To become law, it must also secure approval in the Senate. However, Republican leaders in the Senate have thus far declined to schedule a vote on Russia-related sanctions legislation, stating that they intend to await the position and decision of President Donald Trump.

Even if the measure passes the Senate, reports suggest that Trump could exercise his veto power to prevent it from taking effect.

The Ukraine Support Act includes a comprehensive package of financial, military, and economic assistance for the Ukrainian government. Under the proposed legislation, more than $1 billion in direct aid would be allocated to Kyiv, while up to $8 billion in direct loans would be made available to the Ukrainian government.

The bill also outlines initiatives aimed at supporting Ukraine’s post-war reconstruction and recovery efforts. In addition, it introduces a new set of sanctions and export restrictions targeting Russia.

Under the legislation, Russia’s financial, energy, and mining sectors would be subject to additional sanctions, while a number of Russian officials would face further restrictive measures.
