Mohammad-Baqer Qalibaf, Speaker of the Iranian Parliament, stated that Tehran is not currently entering into new negotiations and that ongoing discussions are solely aimed at implementing the provisions of an existing memorandum of understanding. He emphasized that no new negotiations will begin until the first five clauses of this agreement are implemented.

Referring to the Iranian delegation’s visit to Switzerland, Qalibaf said the trip was intended to follow up on the implementation of the five agreed-upon clauses, not to initiate new talks. According to him, the negotiation process had already concluded prior to the signing of the memorandum, and the current focus is on the other party fulfilling its commitments.

The Speaker of Parliament described the United States as a “unreliable adversary,” stating that any dialogue with Washington must take this reality into account. He added: “Those who can conduct successful negotiations are those who are also prepared for war.”

Qalibaf also addressed the situation in Lebanon, claiming that following the Iranian delegation’s visit to Switzerland, the intensity of clashes, the level of attacks, and the number of casualties in Lebanon had decreased, although he noted that problems persist. He stressed that any assessment of agreements should be based on the views of Lebanese officials, including Sheikh Naim Qassem, as well as the Lebanese people.

He further claimed that there are divergent views within the U.S. administration, arguing that American officials do not follow a unified approach toward Iran and instead pursue differing policies.

Regarding the Strait of Hormuz, Qalibaf said that sovereignty over the waterway is shared between Iran and Oman, and that shipping regulations are governed by mechanisms set by Iran. He added that Tehran is engaged in consultations and exchanges of views with other littoral states of the Persian Gulf in this regard.

In conclusion, he stated that since the lifting of the maritime blockade, more than 40 million barrels of oil have been exported from Iran.
