Concerns among regional countries regarding the activities of armed groups operating from Afghan territory remain unresolved. China, Russia, and several other countries have repeatedly called on the Taliban to prevent the activities of groups that are considered a threat to regional security.
Nasir Andisha, Afghanistan’s ambassador in Geneva, says that due to these shared security concerns, many countries are exercising caution regarding recent Pakistani attacks and are reluctant to take a clear position. According to him, Pakistan is currently facing the threat of the Tehrik-i-Taliban Pakistan (TTP), and in the future China may face a similar risk from the East Turkestan Islamic Movement. As a result, countries are attempting to remain neutral on the issue.
Mirois Balkhi, an international relations analyst, also believes that India’s condemnation of Pakistan’s attacks is largely part of the strategic rivalry between New Delhi and Islamabad. According to him, India seeks to use this opportunity to criticize Pakistan’s security policies.
Meanwhile, Mustafa Mudassar, an international relations expert, says that the international isolation of the Taliban has also had a significant impact on countries’ reactions. In his view, many governments do not want to create the impression that by condemning Pakistani attacks, they are supporting or legitimizing the Taliban, while Islamabad has presented its security concerns as acceptable to the international community.
Former Afghan President Ashraf Ghani has also stated that Afghanistan is not only a victim of Pakistani attacks but is also suffering from international isolation, a lack of governmental legitimacy, and the absence of national consensus.
Former Finance Minister Anwar-ul-Haq Ahady has similarly said that Pakistan is taking advantage of the Taliban’s international isolation for its own benefit.
To date, only Russia has officially recognized the Taliban. Moscow says it made this decision based on security needs and to facilitate cooperation in combating armed groups.
Nevertheless, many Western countries continue to urge the Taliban to sever ties with terrorist groups, and this remains one of the key obstacles to the normalization of relations with the Taliban government.
